In September 2023, the “Responsible AI in the Military Domain” (REAIM) summit in Seoul, South Korea, aimed to establish guidelines for responsible AI use in military operations. Co-hosted by the Netherlands, Singapore, Kenya, and the United Kingdom, the summit drew nearly 2,000 participants from 96 countries, including 38 ministers. The summit yielded a 20-clause blueprint addressing the humanitarian, legal, and security issues associated with military AI applications.
This blueprint prioritises compliance with international law—particularly humanitarian law—and insists on human control in critical decision-making processes, especially regarding nuclear arsenals. Additionally, it highlights the risks of AI exacerbating arms races and the proliferation of weapons of mass destruction (WMDs), calling for international collaboration to prevent AI technologies from enabling the spread of WMDs by state or non-state actors, including terrorist groups.
While the blueprint received broad support from 61 countries, China abstained from signing, despite participating in the summit. Beijing’s stance underscores the complexities within the global AI race. Chinese officials emphasised the need for any AI framework to respect all nations’ security concerns and cautioned against actions that might trigger an arms race. They advocated for “prudent” and “responsible” AI development, calling for international dialogue to mitigate miscalculations and conflicts.

As AI’s role in military contexts intensifies, it is evident the technology will continue to profoundly influence warfare. The advantages of AI—enhancing efficiency, speed, and precision—are immense, but the risks are equally significant.
